
Overview
RMCL conducted a nationwide evaluation study titled “Evaluating the Impact of Employment-Centric Interventions by the Department of Social Services” for the Department of Social Services under the Ministry of Social Welfare, Government of Bangladesh. The study assessed the effectiveness, sustainability, and socio-economic impact of employment-focused interventions implemented to improve livelihoods, income generation, and social protection outcomes among vulnerable populations across Bangladesh. The assignment generated critical national evidence on how livelihood and employment support programs contribute to poverty reduction, economic resilience, skills development, and social inclusion among disadvantaged communities. The study evaluated interventions implemented before December 2022 and examined their effectiveness in improving beneficiary well-being, employment opportunities, and household economic conditions.
RMCL provided comprehensive technical and operational support for the assignment, including:
- Nationwide study design and evaluation framework development;
- Quantitative and qualitative data collection methodologies;
- Household-level beneficiary assessments;
- Stakeholder consultations and institutional reviews;
- Livelihood and employment outcome analysis;
- Data management, statistical analysis, and reporting;

The evaluation examined key dimensions of employment-centric programming, including:

Summary
Using technology-enabled data collection systems and large-scale field operations, RMCL coordinated multidisciplinary research teams across multiple districts and socio-economic settings to ensure high-quality evidence generation. The study integrated both quantitative and qualitative approaches to capture beneficiary experiences, implementation challenges, and programmatic outcomes. The findings contributed to strengthening evidence-based policy and decision-making for livelihood and social protection programming in Bangladesh. The study provided actionable recommendations to improve employment-focused interventions, strengthen beneficiary targeting, enhance service delivery systems, and support sustainable poverty reduction initiatives under the Department of Social Services. This assignment demonstrates RMCL’s expertise in conducting large-scale national evaluations, livelihood assessments, socio-economic research, and policy-oriented evidence generation to support inclusive development and social protection programming in Bangladesh.
