
Overview
RMCL provided consultancy services for one of Bangladesh’s largest agricultural digitalization initiatives by supporting the Government of Bangladesh in developing policy frameworks, regulatory guidelines, strategic plans, and technology standards for the operationalization of the Krishak Smart Card (KSC) initiative. The Farmers Card (Krishak Smart Card) Initiative, implemented under the Program on Agricultural and Rural Transformation for Nutrition, Entrepreneurship, and Resilience in Bangladesh (PARTNER), is supported by the World Bank and implemented by the Department of Agricultural Extension under the Ministry of Agriculture. The initiative represents one of the largest digital transformation programs in Bangladesh’s agricultural sector, aiming to establish a secure, integrated, and technology-enabled ecosystem for approximately 25 million farmer families nationwide. The project is designed to strengthen digital agricultural services, improve financial inclusion, enhance subsidy and support management systems, and enable evidence-based agricultural governance through integrated data systems and modern digital infrastructure. As part of this landmark initiative, RMCL provided technical assistance in policy development, regulatory framework preparation, strategic planning, stakeholder engagement, digital governance, and big data management architecture. RMCL supported the development of the “Guidelines for Big Data Management on KDFS Data Repository,” which establishes a structured framework for secure agricultural data integration, storage, analytics, interoperability, and decision-making. The project designs to integrate multiple datasets—including farmer profiles, land ownership records, crop production data, agricultural input usage, weather and climate information, subsidy records, IoT sensor data, financial transactions, and market systems—into a centralized data lake and analytics platform. Through advanced analytics, artificial intelligence (AI), machine learning (ML), and business intelligence (BI) systems, the platform is designed to support predictive agricultural planning, targeted subsidy management, climate-resilient farming strategies, and evidence-based policy decisions.
RMCL’s technical assistance focused on strengthening the institutional and technological foundation of the KSC ecosystem through:
- Development of Farmer’s Card Policy
- Development of regulatory frameworks for digital agricultural governance;
- Big data repository and data management guidelines;
- Technical Aspects of Farmer’s Card
- Stakeholder mapping and engagement strategies
- Digital financing and interoperability framework recommendations
- Data security, privacy, and access governance structures
- Strategic implementation and operationalization planning
- Technical documentation for scalable and sustainable system deployment.

The KSC initiative demonstrates how digital transformation can modernize agricultural service delivery and improve coordination between farmers, financial institutions, extension systems, and government agencies. By enabling real-time access to verified agricultural data and farmer-centric digital services, the project is expected to strengthen transparency, operational efficiency, targeted support mechanisms, and resilience within Bangladesh’s agricultural sector. This assignment reflects RMCL’s growing expertise in large-scale technical assistance, digital transformation, data governance, and technology-enabled development solutions. Through multidisciplinary technical leadership and evidence-driven approaches, RMCL continues to support complex national initiatives that contribute to inclusive economic growth, institutional modernization, and sustainable development outcomes in Bangladesh and beyond.
